Santa Margherita Ligure

Santa Margherita Ligure (Ligurian: Santa Margaita) is a comune (municipality) in the Metropolitan City of Genoa in the Italian region Liguria, located about 35 kilometres (22 mi) southeast of Genoa, in the area traditionally known as Tigullio. It is located on the shores of the Ligurian Sea, an arm of the Mediterranean, and has a port used for fishing and tourist trips. A part of comune is within the Regional Natural Park of Portofino. Santa Margherita Ligure borders the following municipalities: Camogli, Portofino, Rapallo. The town of Santa Margherita has a year-round population of 8,935 that increases threefold in the summer months.[3][4][5] The commune also consists of three frazioni, Paraggi, Nozarego and San Lorenzo della Costa as well as a variety of Localities ranging from Pedale a tourist attraction on the beach with a small housing district to Pero on a road spur just off of Via Aurelia near San Lorenzo to Gave a collection of small buildings on a hiking trail.[6][7][8] Santa Margherita is a large tourist attraction helped by its location on the Golf of Tigullio, its proximity to Portofino and the cliffs and mountains within its borders.

Etymology

The name Santa Margherita, or Santa Margaita in Liguiran, dates back several hundred years. To this day however the word Margherita means daisy. Directly translated it means Saint Margherita or Holy Margherita referring likely to a famous resident of Liguria, Genoa or Northern Italy. Although the towns of Pescino and Corte which make up the municipality to this day have names dating back over a millenia, the name Santa Margherita in any form wasn't really seen until the 18th Century. In 1797 the name "Sammarguerite" appeared in documents which roughly represents Santa Margherita or Santa Margaita but this is solidified by the 1799 with the formation for the first time of the municipality of Santa Margherita in its current form. This was therefore a name change of sorts of the local settlements and later the municipality to name it after a Saint or famous person. There are 3 candidates from the time where the name could be derived. Margherita Aldobrandini (1588–1646). The name ligure refers to its location in Liguria to differentiate it from other communes and towns in Italy named Santa Margherita.

Geography

Santa Margherita Ligure is situated on the Riviera di Levante, in a basin enclosed in the north-western part of the Portofino promontory, and in the innermost part of the Gulf of Tigullio. The town has developed along two main inlets. The town is east of Genoa and is surrounded by hills covered with pine and chestnut trees at higher elevations and olive groves below. On the slopes are villas and gardens overlooking the so-called 'Dolphin Coast'(Costa del Delfini), which links the town to Portofino. The town is a popular tourist and seaside resort on the Riviera di Levante.[3][9]

Part of the municipal territory of Santa Margherita Ligure is included in the Portofino Regional Natural Park, while the stretch of water in front of the Portofino promontory is also part of the Portofino Marine Protected Area; both bodies are based in the coastal town.

History

The presence of a Roman settlement has not been definitely proven. The burgh, known as Pescino, was devastated by Rothari in 641 and by the Saracens in the 10th century. Later it was a fief of the Fieschi family until 1229, when it was acquired by the Republic of Genoa. In 1432 it was attacked by the fleet of Venice and in 1549, together with Rapallo, by that of Turgut. In 1813, under the Napoleonic domination, the two burghs of Pescino and Corte were unified as Porto Napoleone. Two years later it was annexed to the Kingdom of Sardinia as the commune of Santa Margherita Ligure. In 1861 it became part of the newly unified Kingdom of ItalyConnected by rail in the 20th century, Santa Margherita became a renowned tourist resort after World War II.

The discovery of a 3rd-century cinerary urn with a Latin inscription (now preserved in the basilica of Santa Margherita) has confirmed the hypothesis, though not officially proven, of a settlement in Roman times.

Devastated by Rotari in 641, the original village, inhabited mainly by fishermen and named after the ancient toponym Pescino, suffered numerous Saracen raids until the 10th century. During the same period, the monks of San Colombano from the abbey of San Colombano di Bobbio worked there and founded the abbey of San Fruttuoso di Camogli in the area.

A fief of the Fieschi family, from 1229 it was subjected to the Republic of Genoa, which incorporated the Sammargherite territory into the podesteria of Rapallo.

From the Middle Ages onwards it appears that the town was divided into two main villages, Pescino and Corte, often divided by lively fights. For a period of time Pescino turned out to be a district of Corte itself, as evidenced by the tapestries in the Vatican Museums depicting Italian geography. In 1432 it was attacked and sacked by the Venetian Republic and in 1549 by the Turkish admiral Dragut, like nearby Rapallo. In 1608 it became part of the Rapallo captaincy together with other villages and towns of the western Tigullio, Zoagli and the middle Fontanabuona valley. In 1797, with the French domination of Napoleon Bonaparte, the territory of Sammarguerite returned from December 2 in the department of the Gulf of Tigullio, with Rapallo as capital, within the Ligurian Republic. On 18 July 1798 the territory was divided into two distinct cantons: the third canton of Santa Margherita, where the two simple municipalities of San Siro and San Lorenzo della Costa were subject, and the fourth canton of San Giacomo della Corte with the simple municipalities of Nozarego and Portofino; both were included in the jurisdiction of the Tigullio. Relations between the two villages, which were politically and religiously distinct, and their inhabitants - the "Margheritini" and the "Giacomini" - soured several times with bitter confrontations between the parties.

By order of 5 April 1799, the simple municipalities of San Siro, San Lorenzo, Nozarego and Portofino were suppressed and incorporated into the two new municipalities of Santa Margherita and San Giacomo. Once again there was no peaceful coexistence between the two municipalities and it was only on 27 April 1800 that a document was drawn up jointly in which the Margheritini and Giacomini committed themselves to strengthening relations. In 1803 they were the main centres of the II canton of the Gulf of Tigullio in the jurisdiction of Entella and, annexed to the First French Empire, from 13 June 1805 to 1814 they were included in the department of the Apennines. It was Emperor Bonaparte who, on 22 December 1812, with a special imperial decree, united the two municipalities into a single administrative entity that took the name "Commune of Porto Napoleone". However, the municipality was short-lived because, with the fall of Napoleon in 1814, and the consequent incorporation into the Kingdom of Sardinia from 1815 according to the decisions of the Congress of Vienna, the various municipalities adopted a provisional line of administrative stalemate. According to some historical sources, in 1817 the community of San Giacomo attempted a new division of the territories into two separate municipalities, but to no avail. The Kingdom of Sardinia, in 1818 and entrusting the administrative power to a "Council of Elders" led by Gerolamo Costaguta, reunited the two main communities in the single "City of Santa Margherita di Rapallo" in the province of Chiavari under the division of Genoa. From 1859 to 1926 the territory was included in the Fifth Mandate of Rapallo of the Chiavari district of the then province of Genoa, in the Kingdom of Italy. It assumed its current definitive name in 1864 with a special royal decree of Vittorio Emanuele II of Savoy.

In the second half of the nineteenth century the crossing of the emerging railway line Tyrrhenian Ventimiglia-Rome, where the city obtained two stations in Santa Margherita and San Lorenzo della Costa (the latter later suppressed), and the construction of new carriage roads to Portofino and Rapallo were the impetus for the successful tourist-hotel activity that still distinguishes the town Levantine. This was the beginning of the golden age of the "Dolphin Coast", which saw the construction of elegant villas and grandiose hotels frequented by illustrious Italian and foreign personalities - especially English and German - of the time.

The aggregation of a part of the territory of Rapallo dates back to 1928 after its detachment.

After the Second World War, Santa Margherita Ligure, Portofino and the village of Paraggi became increasingly popular exclusive tourist resorts. Among the phenomena and weather events that have affected the town, the flood of 3-4-5 October 1995 and again the violent sea storm of 29–30 October 2018.

Religious Architecture

Basilica of Santa Margherita and Sanctuary of Our Lady of the Rose in the capital. Construction of the church began in 1658 on the remains of a 13th-century building; the right-hand bell tower dates from 1750 and the façade from the same period. A building of worship however has existed on the site since the 13th century. The church has a Latin cross plan, a dome and three naves divided by columns. On the façade there are niches with statues of St Peter and St Paul. The bell tower on the left side is from 1927.[10]

According to historical sources, the religious cult of Our Lady of the Rose originated in the Middle Ages when some sailors brought the Marian image to the village of Santa Margheritia. The wooden group consists of representations of the Virgin Mary, the Child Jesus on the left arm and a rose in the right hand. Several documents, the first of which dates back to 1311, testify to the strong attachment of the people of the Riviera to this effigy from earlier times.

It was in 1672, at the same time as the construction of the new church building, that the sacred image was first placed on a side altar - today dedicated to Our Lady of the Rosary - and from 25 February 1756 in a marble tabernacle above the high altar, where it still stands today. Thirty years later, on 25 July 1776, the coronation ceremony took place.

Mary with the title of Our Lady of the Rose is solemnised every year in May, while the titular saint, St Margaret of Antioch, who is the main feast day of the parish community and the patron saint of the town, is celebrated on 20 July, when there is a procession through the old town, accompanied by the ringing of bells and a fireworks display on the sea promenade.[10]

To this day the church is often used for Mass as well as other ceremonies and also Marriages and Funerals. The Basilica is located in the middle of a large square.

The church of San Giacomo di Corte - as well as the sanctuary of Nostra Signora della Lettera - is a Catholic place of worship located in the district of Corte, in Via San Francesco d'Assisi, in the municipality of Santa Margherita Ligure in the metropolitan city of Genoa. The church is the seat of the parish of San Giacomo of the vicariate of Rapallo-Santa Margherita Ligure of the diocese of Chiavari.

Parish church of San Giacomo di Corte and sanctuary of Nostra Signora della Lettera in the historic quarter of Corte. The parish church was formerly under the jurisdiction of the Columbian abbot of the abbey of San Fruttuoso in Camogli. This ownership was established by Pope Innocent II in 1130 and confirmed by Pope Alexander III in 1164.[11][12]

According to popular tradition the church is in some ways linked to an old wooden statue of Virgin Mary holding Baby Jesus which was found by sailors in 1783. It is widely believed that after bringing the statue to sea, local children said it should be given to the church of San Jacomo. The Statue is said to have come from Messina and was brought by sea currents. The annual patronal celebrations are held on the last Sunday of July, with the statue being carried in procession along with traditional wooden crucifixes.[13]

The Church of San Siro is a Catholic place of worship located in the San Siro district, in Piazza San Siro. Built in the 14th Century the Parish Church was renovated in 1888 and consecration took place on 11 July 1911. Inside there is a wooden statue by the sculptor Anton Maria Maragliano depicting the Virgin Mary in the chapel to the left of the main nave and a painting by Valerio Castello depicting Saints Sebastian, Lawrence and Rocco.[14][15] The church is located on the road Via San Siro and adjacent to a brook near the town centre.[16]

Church of the Capuchin Friars

Church of the Capuchin Friars is located near the seafront promenade in Sammargheritia, near the local castle, and was built in 1608 together with the adjacent Capuchin monastery. Inside, there is a wooden crucifix from the 15th century and a marble sculpture of the Madonna enthroned from the second half of the 12th century, a proto-Gothic work by a sculptor from the Île-de-France region of France.[17]

Oratory of Our Lady of Sorrows

The Oriatory of our Lady of Sorrows is situated in the historic village of Pescino, it is a 14th-century Baroque building. It houses an organ by the Roccatagliata brothers.[18]

The Oratory of Our Lady of Suffrage

The Oratory of Our Lady of Suffrage also known as the Oratory of Good Death and Oration is situated between Piazza Giuseppe Mazzini and Via Fratelli Arpe, in the metropolitan city of Genoa. The building was constructed in 1523 near what is now the Town Hall; the last renovation was carried out at the end of the 19th century when the entire façade was redone.

Recent restorations to the interior have allowed the recovery of the organ from 1686, considered the oldest in Liguria and previously kept at the Albergo dei Poveri in Genoa, the enhancement of the painting Christ in Chains, now attributed to the painter Domenico Piola and the restoration of other paintings and statues.[19]

The Oratory of San Barnardino and Lucia is located in the neighborhood of San Siro. The oratory is home to the Archconfraternity of San Bernardo. Owned by the Archconfraternity of San Bernardo, it was built at the foot of Belvedere hill, along the straight stretch once crossed by the San Siro stream (today Corso Giacomo Matteotti). The oldest document stating anything about the oratory dates back to 1503.

At the end of the 18th century, the oratory could not escape the impoverishment of the Confraternities' property that began with the French domination in Liguria. On April 5, 1798 a Decree of the Legislative Directory of the Ligurian Republic ordered churches, convents and oratories to hand over all those silver furnishings that were not strictly necessary for liturgical use. And later, neither did it escape the famous Bourdon Decree, which effectively suppressed the associative life of the Confraternities by assigning their goods to the parish churches. The oratory of San Bernardo, in these years, was also occupied by a company of comedians, who, however, were removed after a short time.

The confraternity was able to resume its activities in 1814, after the French had left Genoa and for several decades they tried to revive the old traditions, renovating the building that takes the appearance it still retains today, after the restoration of 1873 and, subsequently, 1961.

Of historical and artistic value is the painting St. Bernard in the Chair between St. Erasmus and St. Nicholas of Bari by the painter Bernardo Castello who painted it in the sixteenth century and, on the high altar, the canvas of Santa Lucia of the fifteenth century by Ludovico Brea.

The sanctuary of Our Lady of Carmine is a former parish church of Santa Maria Assunta, It is the church located within Nozarego. The church is the seat of the parish of Santa Maria Assunta of the vicariate of Rapallo-Santa Margherita Ligure of the diocese of Chiavari.

Church of Our Lady of Suffrage in the hamlet of Nozarego. The first place of worship in the hamlet, the first news about the church dates back to 2 July 1413[9] with the election of the parish priest Don Bartolomeo Guarello.

Abbazia della Cervara

Cervara Abbey, or the Abbey of San Girolamo al Monte di Portofino is a former monastic complex and is located along provincial road 227 near Portofino. The abbey is surrounded by various gardens, including an Italian garden overlooking the sea. It is part of the Great Italian Gardens network, the Association of Historic Houses and the Ligurian Gardens.[20]

The building was constructed in 1361 on the idea of Ottone Lanfranco, a Genoese monk chaplain of the Abbey of Santo Stefano in Genoa, and after the consent of the Columban monks, owners of the land, in March 1360. Within a few years, the Columban monastery named after St Jerome was built.

As part of the innovative policy of Pope Eugene IV, who after the recomposition of the 'Small Schism' introduced into the churches and strategic monasteries orders that were favourable to him and intellectually sound, also in relation to the spread of Renaissance humanism, the Cassino Benedictine monks of the monastic order (black habit) were placed in charge of the Cervara. This was the same process that introduced these orders in other Genoese churches, especially those in which the rule of St. Columbanus (with the white monastic habit) was in force: as in Santa Maria di Castello, Santissima Annunziata di Sturla, Madonna del Monte, Certosa di Rivarolo.

The Benedictine monks acquired the structure in 1420, after heavy damage caused by the conflict between the Guelphs and Ghibellines. The structure became the mother house of an autonomous congregation of the Cassinese Order, incorporating also the abbey of San Fruttuoso di Capodimonte, near Camogli, on which Pope Eugene IV himself ordered restoration work in 1435.

From the point of view of art history, the monastery became the symbol of the spread of Flemish culture in Liguria, a fact which is especially remembered for the presence in the monastery of the Polyptych of David, the best known, and the portable triptych with the Adoration of the Magi (now preserved in the rooms of Palazzo Bianco in Genoa) by Pieter Coecke van Aelst, a Flemish author of the mid-sixteenth century, active in Antwerp, who stylistically looks at Italian Mannerism.

The Cervara monastery was elected to the title of abbey in 1546, further fortifying the structure because of the raids and pillaging by Saracen pirates in the nearby towns of Santa Margherita Ligure, Rapallo, Camogli and Recco. The building then underwent considerable architectural changes, especially with the new cloisters and bell tower.

Towards the end of the 18th century, following the suppression of religious orders in 1798-1799 imposed by the Ligurian Republic at the time of Napoleon Bonaparte, the complex was abandoned and sacked, and eventually turned into a farmhouse. In 1804 Trappist monks from France took over the monastery complex and opened a school, but left the convent in 1811. It became the property of the archdiocese of Genoa and the whole complex was put up for sale in 1859.

In 1868 it was bought by Marquis Giacomo Filippo Durazzo and three years later (1871) it was given to the Somaschi Fathers. From 1901 to 1937 it was entrusted to the French Carthusians.

Cervara was declared an "Italian national monument" in 1912 and is part of the network of Great Italian Gardens, the Association of Italian Historic Houses and the Ligurian Gardens Association.

The abbey has belonged to private owners since 1937 and is open to the public on the occasion of cultural performances, musical concerts and guided tours. Visits are also possible by appointment.[21][22]

Cappella di San Girolamo delle Gave

The Cappella di San Girolamo delle Gave is on a trail on a hill in the hamlet of Gave. The chapel can be reached by a path that, starting from the parish church of Nozarego, climbs the slopes of Monte Brano (313 m). The path then continues towards the Cervara Abbey or the bay of Paraggi.

The museum centre of Villa Durazzo-Centurione is a venue consisting of two historic noble residences, an Italian-style park-garden and the Vittorio Giovanni Rossi Art Museum. The site, owned by the municipality, is also used for cultural and artistic events and exhibitions. In the immediate vicinity of the complex is the baroque parish church of San Giacomo di Corte.

Situated on the top of the hill that separated the village of Pescino from that of Corte, the villa was part of a defensive structure built by public and private patrons in the mid-16th century against barbarian incursions and enemies of the Republic of Genoa. Originally the property of Doge Giovanni Luca Chiavari, built on the ruins of a Roman construction from the 3rd century AD, it had the appearance of a fortified castle.

The marriage between Maria Chiavari, the doge's daughter, and Marquis Gerolamo Durazzo marked the passage of the house and tower from the Chiavari family to the Durazzo family 'per Legato'. It was then Gio Luca Durazzo "dilettissimo" - Gerolamo's eldest son - who made the major changes.

In 1678, when the ruined castle was demolished, the restoration and radical renovation of the existing palace was undertaken in the style of the famous architect Galeazzo Alessi, with the aim of creating a villa that would be a 'relief for body and soul'.

After becoming the property of the Centurione princes (hence the double name Durazzo-Centurione) in 1821, the noble palace was considerably enlarged and enriched with new exotic plants and neoclassical marble statues. Towards the end of the 19th century, it temporarily became the headquarters of the Grand Hotel, hosting several illustrious personalities of the time.

In 1919 it was bought by Commendatore Alfredo Chierichetti, who revalued the entire complex by adding new plants (palms, camellias and magnolias) and creating paths in the typical Ligurian cobblestones known as risseu. It finally became municipal property in 1973, when the villa and its park became the venue for important cultural events and international congresses.

In June 1998, thanks to the conspicuous presence of tree species, the garden was twinned with the famous Hanbury Botanical Gardens in Ventimiglia.[23]

The Villa is a popular tourist attraction to this day. The Villa Durazzo is also located up on a hill nearby to the port. It is accessed by a variety of paths and stairs some of which come from other areas of the town including the castle. However there’s no easy road access not least due to the fact that the villa is located within a park.[24]

Imperiale Palace Hotel

Imperiale Palace Hotel. Built in 1889 as a villa for a noble family of Corsican origin, it was enlarged in 1905 with a hotel wing, which was further enlarged in 1910. It was especially famous at the end of the Belle Époque, when it was often frequented by aristocrats and celebrities. On 16 April 1922, it hosted the signing of the Treaty of Rapallo, which sanctioned the separate peace between the Russian RSFS and Germany and the end, also diplomatically, of the First World War. The name of the treaty is due to the fact that the Imperiale Palace Hotel was then located in the Rapallo area. On 10 August 1928, the border between the two municipalities was changed and the structure found itself within the territory of Santa Margherita Ligure, however the entrance to the hotel for cars is still located just across the border in Rapallo

The castle of the town is located on the seafront. The construction of the castle, located at the foot of the hill on which the famous Villa Durazzo-Centurione stands, dates back to 1550, thanks to a resolution of the Senate of the Republic of Genoa, which decided to build a manor to defend itself against the frequent incursions of Saracen pirates. The design is the work of Antonio de Càrabo, the same one who in 1551 will build the Rapallo Castle.

Work began in 1550 and was completed in September of the same year. It underwent various structural interventions and armament upgrades until the early 17th century; from the 18th century it lost importance from a military point of view, mainly due to the cessation of pirate invasions, and therefore only received some repair and maintenance work.

In the 19th century it risked being demolished twice: once to build a new town hall in the area (it was in this century that the municipality independent of Rapallo was formed), and the second to enlarge the adjacent Calata Vittorio Emanuele. At the end of the First World War the castle was restored and named in memory of the fallen of the Great War.[25][26]

Paraggi Castle

Paraggi Castle near the inlet of the same name, a well-known seaside resort between Santa Margherita Ligure and Portofino. The construction was decided in 1626 by the Genoese Republic for a greater defence of the territory and the coast along the Portofino promontory. Today the structure is used as a private residence.

The castle was built to protect the Tigullio coast at the time of the Republic of Genoa.[27] Some sources report 1626 as the year in which its construction was decided. Between 1812 and 1814 the castle was occupied by the French troops of Napoleon Bonaparte, at the time of the First French Empire. The structure, which has undergone various interventions over the centuries, then became a private residence. In the 1990s the property was rented by the then owners, the Bonomi Bolchini family of textile industrialists from Biella, to Silvio Berlusconi.[28][29]

Paraggi Castle

The castle stands in a dominant position on a small promontory that closes the bay of Paraggi to the east in the territory of the municipality of Santa Margherita Ligure along the road to Portofino. It looks like a massive stone building with a square plan and four corner turrets with corbels. A large loggia opens on the south-eastern façade. The facades are characterised by Guelph battlements.

Defence Tower

The old defence tower built in the 16th century has since been converted into a war memorial and historical museum.

Waterfront Cannon

Near the waterfront in the town there's an old cannon which was likely used in an earlier war.

Natural Area

In the municipal territory of Santa Margherita Ligure there is a site of Community interest, proposed by the Natura 2000 network of Liguria, for its particular natural and geological interest. The site is located between the seabed of the municipalities of Camogli, Portofino and Santa Margherita Ligure, where there is a particular habitat formed by Posidonia oceanica meadows, coral formations and semi-dark caves. Animal species include the fish Epinephelus marginatus, Gobius luteus, Sciaena umbra, Thalassoma pavo; the gorgonians Paramuricea clavata and Eunicella verrucosa; the poriferous species Spongia agaricina and Spongia officinalis; the mollusc Spondylus gaederopus and the red coral Corallium rubrum.[30]

There's a large variety of beaches in the comune. Not all within the town itself. Some are reserved for waterfront hotels and others are payed for.

Culture

Music

  • Cristoforo Colombo' Philharmonic, founded in 1875.[31]
  • Since 2015, in September and October, the "Sibelius Festival Golfo del Tigullio e Riviera", dedicated to the Finnish composer Jean Sibelius, is held there.[32]

Films

Several Italian films were shot in the 1970s and 1980s in the Gulf of Tigullio and Santa Margherita Ligure in particular. In 1973 the town was the set for some scenes of the film La polizia incrimina, la legge assolve by director Enzo G. Castellari, mostly filmed in Genoa, starring several Italian actors such as Franco Nero and Delia Boccardo.

In 1988, director Maurizio Ponzi chose the coastal town as the setting for several episodes of the film Il volpone (The Foxy); the actors included Enrico Montesano, Paolo Villaggio, Eleonora Giorgi, Athina Cenci, Enrico Maria Salerno, Renzo Montagnani, Alessandro Haber and Sabrina Ferilli. In the 1992 film Infelici e contenti (Unhappy and Happy) by director Neri Parenti, starring Renato Pozzetto, Ezio Greggio and Mariana Suma, you can see the bay of Paraggi and the Sant'Erasmo square above the municipal fish market. Some of the main scenes of the film Hotel Italia, released in 1999, were also filmed in Santa Margherita.

Events

"Coppa Carlo Negri - Regate Pirelli". It is an international sailing race organised every year at the beginning of May by the Yacht Club and the Circolo Velico in the stretch of water in front of Santa Margherita and Portofino.

"Premio Bindi - Festival della Canzone d'autore" dedicated to the Genoese singer-songwriter Umberto Bindi takes place in July.[33]

"Santa Margherita Ligure International Journalism Prize for culture" in June.

"Santa Margherita Ligure Prize - Fernanda Pivano" in July.

"Santa Margherita International Prize for Economy" in September.

Palio marinaro del Tigullio. Santa Margherita Ligure, San Michele di Pagana, Rapallo, Zoagli, Chiavari, Lavagna and Sestri Levante compete every year, between May and August, in a series of rowing races on traditional Ligurian goiters in the waters of the Gulf of Tigullio. The first edition started in 1974.

"Palco sul mare festival" and "Ridere sotto le stelle". These are two music and cabaret festivals held every summer in the gardens on the seafront: numerous appointments with singers and comedians of national importance.

The animated park and "The Magic Flute". The children's park "The Magic Flute" (designed by Emanuele Luzzati) hosts two fun and important events for young people: every summer, between June and August.

"Palio dei Quartieri". The whole town "fights" for a trophy: divided into six teams representing Santa's districts and quarters (Ghiaia, O Cian, Nozarego/Corte, San Bernardo, San Lorenzo della Costa and San Siro), the people of Sammargheritia compete every year (on the second Sunday of September) in eleven different sports disciplines to win the "city domination".

"Spring Festival'. Every year in March, Santa Margherita welcomes Spring with bonfires, fireworks and thousands of St Joseph's fritters.

Cooking

A typical product that distinguishes this town are the famous red Santa Margherita prawns, appreciated by tourists and residents alike for the quality and flavour of their meat. Santa Margherita is also famed slightly by the high quality of its pizza

Language

Italian is spoken by almost all of the population and Albanian and Romanian are spoken by the many immigrants. English is not widely spoken fluently however is spoken partially by most of the younger locals.

On the statue of the comune of Santa Margherita there is a text, article 3 of which reads: The gonfalon of Santa Margherita Ligure and the coat of arms historically in use depicting the sea with coral, dolphin and three stars, represent the community. Population Evolution

The Number of inhabitants in Santa Margherita was on a steady incline throughout the 19th and 20th century with the exception of the 1890s where there was additionally no data. However since the 1970s the population has been decreasing but the number of tourists has risen significantly so it is believed the permanent population may begin to rise again. In 2011 there were 9709 inhabitants and in 2021 only 8763 and in 2016 there was an estimate of 9338.[37][38] It is possible that in the future the cheap 1 euro homes may spread to the Tigullio area.[39][40]

Since 2018 data for the censuses in the area has been taken into account via a different method. In the 2011 census the population of Santa Margerita was recorded at 9709 residents on the 9th of October. On the other hand the municipal registry recorded 9844. Therefore, there was a difference of 135 between the census and registered population.

The comparison of the data of the resident population from 2018 with the previous historical series (2001-2011 and 2011-2017) is only possible with intercensual reconstruction operations of the resident population.[39][42]

Population Percentage Variation

Santa Margherita Ligure for the most part has seen its population decreasing faster than both Liguria and the Metropolitan City of Genoa.[43][44] Population however has been decreasing slower than many of the smaller neighbouring comunes but most larger ones around it have been seeing overall increases in population or much slower decreases. For example neighbouring Camogli a smaller comune than Santa Margherita has been decreasing faster however Recco slighlty further north-west of Camogli has been decreasing at a very slow rate.[45][46] On the other end of the commune Rapallo has been increasing and Chiavari very slowly decreasing.[47][48] Further inland communes have been seeing for the most part faster declining than Santa Margherita.[43][49]

Quality of Life

In December 2005, the municipality of Santa Margherita Ligure obtained certification of its environmental management system in accordance with ISO 14001.[52]

The resort has been awarded the Blue Flag by the FEE-Italy (Foundation for Environmental Education) for the quality of its beaches.

Production of statistical information and census management

The Office provides statistical processing by carrying out data collection and processing activities concerning social and administrative phenomena, carrying out analyses of the main demographic phenomena affecting the Municipality, carrying out Censuses and statistical surveys promoted by the National Statistics Institute. The data provided is exclusively numerical.[53]

Economy

Santa Margherita's Economy is mainly based on tourism, thanks to its numerous bathing establishments and luxurious hotels. Cruise tourism is also important, as it is the landing place for passenger ships from all over the world.

The port is used for mooring luxurious vessels alongside the traditional fishing boats; it is also the site of important activities related to sea sports (sailing, rowing and diving) and social events related to the major international regattas hosted there.

Crafts

Local craftsmanship is centred on the art of weaving with the aim of making lace and macramé.[54]

Entry on the electoral roll

Santa Margherita has a dedicated process of it's own for participation in elections. Registration on the general electoral roll is necessary in order to exercise the right to vote (active electorates) and to be elected as a candidate (passive electorates). The certificate of enjoyment of political rights attests to the citizen's status as an elector, as he/she is regularly registered in the electoral roll of the Municipality of S. Margherita Ligure. It is used to prove that he/she has not lost the enjoyment of political rights, due to obstructive causes, and can be requested on the occasion of recruitment or for registration in particular registers.

If the certificate must be presented to a public administration or to the manager of a public service, or to a private individual who allows it, it may be replaced by a self-certification and in the electoral rolls attests the registration of a citizen in the electoral rolls of the Municipality of S. Margherita Ligure. It is necessary to present one's candidacy in any electoral consultation, both political and administrative, and must be attached to the list of candidates when it is presented. The certificate of registration on the electoral roll is also required for the collection of subscriptions in support of proposals for referendums and popular legislative initiatives. It may be single or cumulative, i.e. issued for a single name or for groups of several names according to specific needs.[57]

Registration of Community nationals

Citizens belonging to one of the Member States of the European Union (Austria, Belgium, Bulgaria, Cyprus, Croatia, Denmark, Estonia, Finland, France, Germany, Greece, Ireland, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Poland, Portugal, United Kingdom, Czech Republic, Romania, Slovakia, Slovenia, Spain, Sweden, Hungary) and residing in Italy can

exercise their right to vote in the election of the mayor and the municipal council and be elected councillors and appointed as members of the council, in the capacity of councillors, with the exception of the office of mayor and deputy mayor;

exercise the right to vote in Italy in the European Parliament elections, exclusively for Italian representatives. Those who vote for the European Parliament in Italy may not vote for the European Parliament in their country of origin: double voting is prohibited.

In order to exercise their electoral rights, EU citizens must apply to be registered on the special electoral roll, which is kept at the electoral office of the commune of residence; it is also possible to apply for registration on only one additional electoral roll, i.e. to exercise the right to vote only in European elections or in municipal elections only. The application may be submitted at any time of the year, however by the fifth day following the day on which the posters calling for polling stations are displayed (i.e. no later than the 40th day prior to the date of the vote) for municipal elections no later than the 90th day prior to the date set for polling, in the case of European elections.

All EU citizens who are of age and reside in the Municipality of S. Margherita Ligure, who have the right to vote in their country of origin and in Italy, and who are not subject to a judicial decision which would lead to the loss of the right to vote in their country of origin or in Italy.[57]

Regulations and Validations

The following comunal regulations apply: Art. 48 Constitution,[58] Legislative Decree No 197 of 12/4/1996 implementing Directive 94/80/EEC,[59] Legislative Decree No 408 of 24/6/1994 converted into Law No 483/1994,[60] Law No 52/1996[61]

The Electoral Office will carry out the necessary investigations to verify the absence of grounds for preventing the exercise of the right to vote, acquiring the necessary certificates from the Criminal Records Office. If the application is accepted, those concerned will be entered on the electoral roll at the first useful dynamic review (January, July and before the elections) and will receive a polling card indicating the polling station where they can vote.

Those who have applied for registration in the Municipality of S. Margherita Ligure will be able to vote only when they are actually registered in the Register of the resident population.[57]

Entry in the register of Scrutineers

Entry in the single register is approved by the Municipal Electoral Commission by January each year, after assessing whether the requirements are met.

The appeal must be submitted to the District Electoral Sub-Commission of Rapallo within 10 days from the expiry of the filing deadline.

The Municipal Electoral Commission, which meets between the 25th and the 20th day before the date of the election, appoints the scrutineers to be assigned to the various polling stations during the popular consultations.

All citizens resident and enrolled in the electoral roll of the Municipality of Santa Margherita Ligure, with at least compulsory schooling. The following are excluded from the role of section electoral office teller[62]

The office of popular judge is compulsory, consequently, all those who meet the necessary requirements are proposed ex officio to the competent judicial bodies, even if they have not applied for inclusion in the rolls. Popular judges of the Court of Assizes of Appeal, during the time of the session in which they are in actual service, are respectively equal to sixth-degree judges and counsellors of the Court of Appeal in the order of precedence in public functions and ceremonies.[69]

The updating of the Popular Judges' Rolls takes place every two years; revision takes place in odd-numbered years.

Collection of signatures for proposed citizens' initiative laws and abrogative referendums

In the case of proposed citizens' initiatives and abrogative referendums for which the promoters need to collect signatures in accordance with the law (500,000 voters for abrogative referendums and 50,000 voters for proposed laws), the Electoral Office provides the sheets prepared by the promoters of each initiative and duly stamped, on which the citizen concerned may affix his signature.

The signatures must be accompanied by the full name, surname, place and date of birth of the signatory and the municipality on whose electoral roll he/she is registered or, for Italian citizens resident abroad, their registration on the electoral roll of the register of Italian citizens resident abroad.

Production of statistical information and census management

The Production of statistical information and census management is also related to the electoral system of the comune.[53] Only "Legislative Decree no. 322 of 6/09/1989 Rules on the national statistical system" applies.[75]

Voter Cards

In order to vote, citizens must present their polling card together with an identity document at the polling station. The polling card certifies that you are duly registered on the electoral roll of your commune of residence. It contains the personal details of the holder, his place of residence, the number and location of the section to which he is assigned, the constituency and the district to which he belongs in each type of election. It is a personal document that must be kept carefully because it is used for 18 consultations, which may be administrative, political or referendum. The Electoral Office, through the Municipal Clerk, sends the polling card home with you on your 18th birthday or to new residents; in the latter case, the card issued by the municipality of your previous residence is collected at the same time. If there is a change in the data or information on the card, the Electoral Office will update it and send a sticker with the relevant changes by post; the holder will stick the sticker in the space provided on the card.[76] Only "Presidential Decree No 299 of 8/9/2000 " applies.[77]

Voting Rights for Nursing Home Patients

Citizens registered on the electoral roll of the municipality where the hospital is located are allowed to vote at the hospital for municipal elections, in another municipality of the Province for provincial elections, in another municipality of the Region for regional elections, or in another municipality of the national territory for political and European elections and for national referendums.[78]

Transportation

Road

The centre of Santa Margherita Ligure is crossed by the provincial road 227 of Portofino, which is the coastal road link with Rapallo to the east and with Portofino to the west, where the provincial road ends; the same provincial road crosses the hamlet of Paraggi.

The state road 1 Via Aurelia does not directly serve the centre of Santa Margherita Ligure, but the hamlet of San Lorenzo della Costa; in turn, the hamlet is connected to the urban centre by the provincial road 39 of Santa Margherita.

Additionally the E30 Motorway passes near the commune and town with the nearest junctions being at Recco and Rapallo. For travelling generally the junction of Rapallo is used even if the journey is bound towards Genoa and Rapallo is closer and doesn't require the driver to traverse Via Aurelia and the hills accompanied with it while traveling through Camogli.

Education

Santa Margherita is large enough to house its own schools, public libraries and other infrastructure for the local residents and also run the services in accordance with said infrastructure.

Libraries

Santa Margherita has multiple libraries within it's borders.[80]

The Largest and most prominent library in Santa Margherita is the Italo Bernatoni Municipal Library (Biblioteca Comunale Italo Bertoni) located on Villa Nido near the Villa Durazzo. Open to the public in summer (June/September) on Tuesday from 9:30 to 12:30 and on Wednesday from 2:30 to 6:30. The exhibition space can be visited by reservation or appointment only. The library serves more as a tourist attraction than a public library for the locals. The library is staffed by the Librarian: Maria Marchetti, the Collaborator: Mai Stefania, the Collaborator: Elisabetta Felleti. The Municipal Library "Italo Bertoni" has a book heritage of about 5,000 volumes. The collection has been donated to the Municipality of S. Margherita Ligure by the heirs of Prof. Italo Bertoni, formerly Professor of Moral Philosophy at the University of Genoa and Director, for 15 years, of the Centre for International Studies which has its summer seat in Villa San Giacomo, in order to create a library dedicated to him inside the Villa Durazzo complex. The books donated were part of Prof. Bertoni's personal library and are mainly popular texts: essays, volumes on philosophy, history, geography, literature, classics and books in the language. The collection does not really have the characteristics of a library specialising in a single discipline, but the philosophical part is remarkable.[81]

The main public library is located on Via Cervetti Vignolo near the road junction with Corso Elia Rainusso/SP39 just outside the city centre, the Biblioteca civica Francesco Domenico Costa e Achille e Amalia Vago. It is open Monday to Friday from 8:30-12:30 and from 14:00 - 18:00 Mondays and Thurdsays only.[80][82]

Youth Centre

The Youth Aggregation Centre of Santa Margherita is an educational and cultural service which exists to assist growth of young people in the municiaplity. It is open Monday and Wednesday (17:30-19:30) for people aged 16-22 and Tuesday, Thursday, Friday, Saturday (15:00-18:00) for 12-18 year olds and access is free for all residents within the age group. It is located on Via Dogali not far down the road from the roundabout in the town centre. The Aggregation Centre has various areas, including a music rehearsal room and a gym. The centre is thus a place where people can spend their free time independently, through experiences of aggregation and socialisation, facing paths of growth and promotion of participation and youth culture. The team of educators works in close contact with local institutions and services.[83][84]

Services

The service, with the aim of fostering opportunities for socialisation, aggregation and community growth and as part of its activities to promote childhood and adolescence, proposes recreational and entertainment initiatives with a view to creating the best living conditions in the community to promote the harmonious growth of all children and young people. In particular, it manages socio-educational structures aimed at offering opportunities for socialisation and a healthy use of free time in an educational context that encourages the development of creative and cooperative potential. The initiatives it supports aim to offer children meaningful experiences for their growth, alongside the educational and training activities of families who, for various reasons (work, family needs, etc.), may require support and/or integration in the care of their children.[85]

Informagiovani

Informagiovani is a free public service offering information and guidance to young people in order to increase their choice opportunities. The service, aimed mainly at the 15-29 age group, collects, processes and disseminates information. The Punto - Informagiovani of our Library updates and provides information material on school, culture and leisure, volunteering, civil service and social life, holidays and tourism, professional opportunities abroad. The Service is active at the "A. e A. Vago" Civic Library. It's available on Mondays from 14:30 to 16:30 and on Thursdays from 10:00 to 12:00.[86]

Since 18 June 2007, parking zones reserved for the parking of vehicles owned by residents have been in operation. The Town is divided into 5 zones.[88]

As of 2021, the Patrimonial fee for the concession, authorisation or display of advertising to replace COSAP and ICP.[89]

Frecciabus

The Municipality of Santa Margherita Ligure has reintroduced the possibility for tourist buses longer than 11.99 metres to circulate in the city and stop at the so-called campo B (Brocardi Sports Complex). On this occasion, the tariff system for these vehicles was recalibrated and reduced, and the special provisions on tariff reductions and payment exemptions were confirmed.[90]

Internet

The Comune of Santa Margherita is a part of the "Liguria WiFi" project which provides free WIFI across many areas of the comune. Currently the areas of coverage are being expanded.[92]

Municipality

The Local municipality of Santa Margherita Ligure has it's town hall or Municipio located in the town's downtown. Near the walkable promenades but still is located on a road for vehicular access. The town hall.

Mandate Programme

The Mandate Programme defines the programmatic lines of government and the strategic policies that Mayor Paolo Donadoni intends to pursue during the 5 years of his administration, starting from the date he takes office, 27 May 2019.[96]

Mayor

The Current mayor of Santa Margherita Ligure is Paolo Donadoni who has been in office since 2014 and will remain in office until 2024. Donadoni is highly certified for his position. He obtained a degree in law in 1998, done a specialisation course in Bioethics in Rome the following year, taken part in the state examination for professional qualification at the Court of Appeal of Genoa in 2002 and enrolled in the Register of Lawyers of the Court of Chiavari in February 2003. Additionally later he obtained a PhD in Bioethics in Genoa in 2004 before finally being elected Mayor in Santa Margherita itself in 2014. In 2015 he was appointed to the Tigullio mayors in the C.A.L. (Centre for Local Authorities) and the following year, appointed as President of the Portofino Park Authority both of which lasted until 2020.[97]

The Mayor is open for conferences and meetings in the Municipio occasionally as well as having a publicly available E-mail and phone number for locals to contact him with. The Mayor has been put in charge of eco-sustainability, the environment, culture and history enhancement, promoting tourism and marketing major events, public works, private constructions, pets, security, administrative simplification and innovation as a part of his job.[98]

The Mayor also has a variety of people helping him/her with his/her work. The jobs are various and are split into 2 categories, the Collaboration Assignments and the Staff Office. The Collaboration office has the jobs of being in charge of taking care of public green areas and development, development of sea sports and assigning events for young people. While the staff office works as being either the Mayor's spokesperson, secretary to the administrators or being in charge of the communications office.[98]

Mayors Spokesperson

The job of Mayor's Spokesperson is currently in the hands of Giuseppe Risso. He is a proffesional journalist, editor and is capable of producing Audio, Video, etc... He like the mayor has many qualifications for his job. He is an editor and the founder of the online magasine Portofino News,[227] collaborator of various other news sources, and an editor of multiple news stations. He has been a freelance journalist since 2004 and a professional since 2009 and has studies various subjects since high school. He graduated from the course of Creative Reading at High Voice - Cascina Macondo and has the European qualification as a bather's assistant in internal and external waters.[228]

Directorial Secretary

The job of Directorial secretary is currently in the hands of Glenda Colaninno. As sectretary she must do jobs such as: To manage every phase of the sale process, preparation of the shop and the windows, opening/closing cash registers, and working in the Municipio's front office. She also had another job in the Municipality of Piacenza Permit Office's Front office.[229]

Communications Office Position

The position of Communications office is currently held by Andrea Ferro. Andrea Ferro was eEnrolled in the register of journalists of the regional order of Liguria, in the list of publicists, since 16 April 2003, with membership number 100615. He graduated from Liceo Classico G. Da Vigo, Rapallo in 1995 and since then has been working in Classical Maturity and he has also done military service. He has written documents and worked on radios all leading up to him obtaining his current position.[230] He has also worked with his colleages on the website Tuttolevante.it.[231]

Communications Office Leader

The job of Communications office Leader is currently held by Andrea Chiantore. He is in charge of Management of social channels of the Authority, communication, graphics, photography, contact and relations with traditional media and is responsible for Graphics and web and video development for Primocanale. He is also responsible for the development and maintenance of the website, social media management, various graphics for both broadcasting.[232]

Council

The Council (not to be confused with the municipal council) consists of 5 member including the mayor who work together on Ordnances, laws and other things related to that.[233]

Deputy mayor

The role of Deputy Mayor involves being put in charge of Services to the person: young people, family and old age, Civil protection and Voluntary work. As well as the special task of looking after the port. The job is currently reprised by Emanuele Cozzio.[233] The document of him joining was signed on 30 May 2019.[234] He graduated high school in Rapallo in 1994 and then graduated from university in Genoa in 2000. He became a member of the Chiavari bar in 2007, became the town councillor in Santa Margherita from 1999 to 2008 which was considored sufficient background for becoming Deputy Mayor. He also became the local President of the Pii Istituti Riuniti from 2009 to 2014.[235]

There are 3 councillors who make up the council and they each have different roles.[233]

Linda Peruggi

Linda Peruggi is the councillor in charge of Town planning, Public works and State property. In addition she has the specialised tasks of preparation of the Municipal Urban Plan and redevelopment of the Magic Flute Park.[233] The document of her joining was signed on 31 May 2019.[236]

Beatrice Tassara

Beatrice Tassara is the councillor in charge of Relations with associations, education - Library services, Training policies, Enhancement of crafts and Equal opportunities as well as the specialised task of taking care of and enhancing the Villa Durazzo. She has been working for the longest time of any of the council member and has been doing work since 1973.[237]

Valerio Costa

Valerio Costa is the councillor who is put in charge of Budget, Economic and financial planning, Taxes, Heritage, Enterprise, commerce, productive activities and local employment incentives, and Agriculture, fishing and local products.[233] The document of him joining was signed on 3 June 2019.[238] The document of her joining was signed on 31 May 2019.[239]

The Municipal Council Consists of all the members of the council in addition to 8 additional "municipal councillors," all of which began working on the 27th of may 2019.[240]

Electoral Commission

The Municipal Electoral Commission is composed of the Mayor, who presides over it, and of three effective members and three substitutes, elected in the first session of the Municipal Council following the election of the Mayor and the Council.

General Secretary

The Secretary General of the Municipality is the bureaucratic body, under the functional authority of the Mayor, who performs collaboration and legal-administrative assistance functions with the bodies of the Municipality.

He is responsible for the tools identified by the Authority to ensure the internal control of administrative regularity referred to in art. 147 of the Consolidated Act 18.8.2000, n. 267 and through opinions, interpretative directives and conferences of services ensures the compliance of the sources of municipal law, administrative measures, and in particular decrees and ordinances, with laws, statutes and regulations. The Secretary General participates, in an advisory, reference and assistance capacity, in the meetings of the Council and the Municipal Council and takes care of the minutes; he can draw up all the contracts to which the Municipality is a party, and authenticate private deeds and unilateral acts in the interest of the Municipality, and performs any other function assigned to him by the Statute, regulations or conferred by the Mayor.[242][243]

Coat of Arms of Santa Margherita

The municipal coat of arms depicts a dolphin in the middle of the sea where, in the background, a red coral is represented, recalling the ancient maritime activity focused on the collection and trade of the typical product of the Santa Margherita Ligure and Tigullio area. In the upper part, the three golden stars represent the three main communities of Santa Margherita Ligure.

This coat of arms, in use since 1879, replaces the one approved by the municipal council in 1864, when Bartolomeo Ghersi was mayor, where elements of local tradition were represented: a branch of coral, a lace and a brig entering the Gulf of Santa Margherita.[245] Santa Margherita has its own banner.[34]

Outlying districts (frazione)

The Frazione were settlements large enough to be given statuses since 1864.

  • Paraggi was a small village of fishermen and millers. It is located along the "Costa dei Delfini", halfway between Santa Margherita and Portofino. It is about 3 kilometres (1.9 mi) from Santa Margherita Ligure, reachable by bus or by boat.
  • Nozarego is a natural terrace over the Bay of Tigullio. Here there is the church of Santa Maria Assunta with the cobbled square in typical ligurian. From Nozarego also leave several trails in the Park of Portofino.
  • San Lorenzo della Costa is located on the slopes of the mountain, to the north, along the Aurelia road that leads to Genoa. There is a Flemish triptych in the local 13th-century church.
