New York City Department of Sanitation Police

The New York City Department of Sanitation (Police Enforcement Unit) is the law enforcement arm of the New York City Department of Sanitation (DSNY), primarily responsible for regulating, enforcing and investigating sanitation-related offenses within the City of New York.

Overview

The New York City Department of Sanitation (Police Enforcement Unit) comprises approximately 70 members including officers, lieutenants, inspectors, and chiefs. Members are recruited from sanitation workers, supervisors, superintendents, and chiefs who have volunteered to undertake law enforcement duties. They retain their original civil service title, depending on their rank while assigned to the unit.

Training and typical equipment

DSNY Police recruits are required by the New York State Municipal Peace Officer Training Council, Department of Criminal Justice Services to undergo and pass a rigorous 16-week sanitation police academy before they become dually appointed NYS peace officers within the Sanitation Police Bureau. Training includes penal law, criminal procedural law, police science, discipline, powers of a peace officer, radio use, defensive tactics, unarmed and armed self-defense, physical fitness training, chemical training, handcuffing techniques, firearms, and arrest procedures, among many other subjects.

DSNY Police Officers carry firearms, handcuffs, pepper spray, expandable ASP baton, radios, and other related law enforcement and public safety equipment. Once assigned, officers undergo 400 hours of on-the-job field training with experienced personnel before being issued permanent assignments.

All officers also undergo continuing education & in-service training to re-qualify on equipment and learn about changes in law and department procedures.

Powers and authority

DSNY appointed Police Officers are dually appointed New York State certified Peace Officers, listed and defined under the NYS Criminal Procedural Law Section 2.10 Sub Section 59. "Persons Designated as Peace Officers" Chapter 11A, Part 1, Title A, Article 2. DSNY Police Officers have the power to make warrantless arrests, searches, issue desk appearance tickets, parking tickets, criminal summonses and issue uniformed traffic tickets in accordance with NYS CPL. In accordance with NYC Administrative Law, they may also issue Environmental Control Board summonses which are Sanitation Department specific.

  1. illegal dumping enforcement
  2. environmental-related summonses
  3. theft of recyclable material
  4. truck enforcement
  5. illegally abandoned vehicles
  6. littering, other quality of life violations
  7. improper disposal of solid waste, just to name a few.

Ranks

There are 4 ranks within the DSNY ( Police Enforcement Unit ), which are as follows:

Officers with the rank of Lieutenant and above wear white shirts, gold shields, capbadges and capbands. Each ranks has its own shield (similar to other NYC police agencies).[1]

Divisions

There are a number of units within the New York City Department of Sanitation (Police Enforcement Units), with each unit handling different law enforcement functions:

  • The Citywide Illegal Dumping Task Force headed by an Inspector
  • The Uniformed New York City Department of Sanitation (Police enforcement unit)

NYC Sanitation also has officers assigned to the New York City Business Integrity Commission and to New York City Emergency Management.[2][3]
