In 2018, Mary Battinus won the Republican nomination for Carroll's seat in the House, but she dropped out of the race before the general election, allowing Carroll to be elected unopposed.[4]
Representative Carroll introduced legislation that would eliminate health insurance coverage for COVID-19 for those who willfully choose to remain unvaccinated for non-medical reasons.[5] He later scrapped the bill in response to violent threats targeting him, his family, his staff, and the synagogue which he attends.[6]
