Franklin B. Mann (born August 29, 1941) is an American politician in the state of Florida.

Mann was born in Fort Myers, Florida.[3] He served in the Florida House of Representatives from 1974 to 1982 for district 90.[4] He served in the Florida Senate from 1982 to 1986 for district 38.[5] He was a member of the Democratic Party.[6]
