Policy Innovation and Co-ordination Office


The Policy Innovation and Co-ordination Office (PICO) is a policy and innovation unit advising the Chief Executive of Hong Kong and coordinates with other area of the Government of Hong Kong (namely bureaux and departments) to enhance public participation in policy creation.[1]

Created in 2018, it replaced the Central Policy Unit and was initially headed by Betty Fung Ching Suk Yee.

Since January 2021, the unit has been headed by Doris Ho Pui-ling, before which she was deputy secretary for development (planning and lands) at the Development Bureau. Ho's elder sister is Commissioner of Customs and Excise Louise Ho Pui-shan, who herself is married to Secretary for Constitutional and Mainland Affairs Erick Tsang.[2][3][4]
