Born in Monona, Iowa, Shaw received her bachelor's degree from Drake University and her law degree from University of Iowa College of Law. Shaw also did graduate studies in public administration at University of Minnesota. She practice law in Davenport, Iowa. Shaw served in the Iowa House of Representatives as a Republican and then in the Iowa State Senate. Shaw died in Columbia, Maryland.[1][2]
