In 2007, Reficar was ground zero for possibly the worst case of corruption in the history of Colombia. It amounted to corruption losses for more than $8 billion dollars, being a worst corruption scandal than others like the Carrusel de la Contratación or Agro Ingreso Seguro. The cost to the country was equivalent to about 5% of Colombia's national budget for 2016, and will be recovered only until 2046, according to national accounts.
History
The refinery was built by Intercol in 1956 and purchased by Ecopetrol in 1976.
Technical features
The refinery has a capacity of 75 thousand barrels per day (11.9×10 3 m3/d).[2] By 2013, the capacity will be increased to 165 thousand barrels per day (26.2×10 3 m3/d).[1] The refinery consists of crude units, visbreaking units, fluid catalytic cracker, light products plants, polymerization plants, amine plants, sulfur plants, and impurities treatment plants.[2]
