2022 Marikina local elections
Local elections will be held in Marikina on May 9, 2022, as part of the Philippine general election. In this election, the mayoralty and vice mayoralty are contested, along with the sixteen seats in the city council and the city's two seats in the House of Representatives.[2][3]

Marcy Teodoro is seeking a third term as Mayor. Marion Andres, the vice mayor, is running for re-election, facing a challenge from Tumana Barangay Chairman Ziffred Ancheta among others. Bayani Fernando is challenging Teodoro for the mayoralty, leaving his seat representing the first district open with Jose Miguel Cadiz and Marjorie Ann Teodoro vying for the seat. Stella Quimbo, the re-electionist representative for the second district is being challenged by former mayor Del De Guzman among others.
This election will determine the composition of the city's 10th city council.[4]
Background
In the 2019 elections, Marcelino Teodoro was re-elected to a second term as mayor without any opposition. His running mate, Marion Andres was also elected to his first term as vice mayor under Teodoro after defeating two other candidates.[5][6][7]
During the COVID-19 pandemic, Teodoro's government was lauded for its response, particularly for the establishment of a testing facility for health workers and suspected patients.[8]
During the passage of Typhoon Ulysses in November 2020, the Marikina River surpassed the water levels brought by Tropical Storm Ondoy in 2009 resulting in flooding throughout the city.[9] As a result of the floods and losses, Teodoro declared a state of calamity in the city.[9]
Later that year, Teodoro submitted a complaint to the Department of Environment and Natural Resources, of which was against BFCT, a construction firm owned by the family of Bayani Fernando. Teodoro claimed that the flooding resulting from the passage of Typhoon Ulysses was a result of the land reclamation project along the Marikina river by the construction firm. Fernando stated that Teodoro's claims were false and claimed that the narrowing of the river and the construction of the Manalo Bridge were the cause of the flooding.[10] The DENR ultimately approved Teodoro's request to remove the reclaimed land.[10]
Fernando filed his certificate of candidacy on October 5, 2021, with Teodoro filing his later that day.[11] Should Teodoro be re-elected to a third term, he would be term-limited and be ineligible to seek reelection in the next elections.
Electoral System
Local elections are held every three years following 1992, on the second Monday of May coinciding with the elections for the national positions. An individual may only be elected to an office for a maximum of three consecutive terms.[12]
Mayoral and Vice Mayoral Elections
The first-past-the-post voting system is used to determine the mayor wherein the candidate with the most votes, whether or not one has a majority, wins the mayoralty.
The vice mayoral election is held separately but does observe the same rules. Voters are given the option to vote for candidates from different parties.
House of Representatives Elections
Each district elects a representative through the first-past-the-post voting system wherein the candidate with the most votes, whether or not one has a majority, wins the seat.
City Council Elections
In the City Council, each district is represented by eight councilors elected every three years. Each voter has eight votes, of can be used to vote one to eight candidates, or a multiple non-transferable vote. Each district has its own set of candidates. The eight candidates with the most votes per district will be elected.

At the start of the campaign period, Team MarCy, headed by Marcy Teodoro held a motorcade in Santo Nino, with a proclaimation rally being planned to be held in the future.[15] On the other hand, Team BF, headed by Bayani Fernando conducted a house-to-house campaign in Calumpang and Malanday.[16] On April 5, Del De Guzman held a motorcade in Tumana alone.[17]
Mayoral election
Incumbent mayor Marcelino Teodoro was re-elected in 2019 without any opposition. Teodoro is running for re-election for a third term as Mayor.
Teodoro's sole opponent is the incumbent representative for the first district and former mayor Bayani Fernando.[18]

Vice mayoral election
Incumbent vice mayor Marion Andres was elected in 2019 with 61.98% of the vote. Andres is seeking a second term as Vice Mayor.[28]
Andres had previously served three terms as vice mayor under Marides Fernando, the wife of Bayani Fernando and once sought the mayoralty in 2010, losing to Del De Guzman. Team BF, the main opposition coalition slated Tumana Barangay Captain Ziffred Ancheta to run against Andres.[29] Ancheta previously faced charges for the dissemination of false information during the early stages of the COVID-19 pandemic.[30]

House of Representatives elections
Coinciding with the local elections, two representatives from the city's two congressional districts will be elected to represent their respective districts in the House of Representatives. In the 2019 elections, Bayani Fernando and Stella Quimbo were elected to represent the first and second districts respectively. Both representatives are in the minority bloc of the House of Representatives.

First District
The first district covers Barangka, Calumpang, Industrial Valley Complex, Jesus de la Peña, Malanday, San Roque, Santa Elena, Santo Niño and Tañong. The incumbent representative is Bayani Fernando, who was re-elected in 2019 with 80.46% of the vote. Fernando is eligible for re-election but has opted to run for mayor rather than a third term as a representative.[29]
Fernando's party, the Nationalist People's Coalition nominated former vice mayor Jose Fabian Cadiz in his place. Cadiz had previously ran for the seat in 2019 but eventually withdrew. On the other hand, the United Nationalist Alliance under Team MarCy nominated the first lady of Marikina, Marjorie Ann Teodoro to challenge Cadiz for the seat. Three months before the election, Cadiz died from cardiac arrest. As a result, his party nominated his nephew, Jose Miguel Cadiz to run in his place.[13][16]

Second District
The second district covers Concepcion Uno, Concepcion Dos, Fortune, Marikina Heights, Parang, Nangka and Tumana. The incumbent representative is Stella Quimbo, who was elected in 2019 with 83.74% of the vote. Quimbo is seeking re-election for a second term as representative
Quimbo is seeking re-election as part of Team BF, rather than as part of Team MarCy like in her neophyte campaign. Team MarCy slated Former mayor and representative Del De Guzman to run against Quimbo, with the former running for representative as part of the Aksyon Demokratiko party, unlike in his previous runs for public office in which he ran under the Liberal Party.[40] Mauro Arce, an independent candidate who garnered 1.54% of the vote in 2019 is running again as part of the Kilusang Bagong Lipunan party.[41]
