- Tallinn Black Nights Film Festival was begun.
- Euro University was established.
- 4 December – Tallinn Old Town is added to UNESCO World Heritage List.[1]
- 13 December – six countries (including Estonia) were invited to the European Union enlargement process. Negotiations related to Estonia began 31 March 1998.[2]
